When I hear the phrase "waste, fraud and abuse" the only thing I think of is the word order.
Why did reverse alphabetical order the words become the popular way to say this phrase?
Maybe it's because "waste" has a hard /æ/ sound?

What is missing from this reporting and the larger discussion are the SW AK Tribal Governments' perspectives on the program. It's their citizens who rely on the Mulchatna herd. The area Tribes are the herd experts. To date, all I've seen is this AFN 2023 resolution.
