Exactly. Docklands is run by property developers and thus the rent is so high that any weirdo with interesting ideas isn't going anywhere near it.

Abandon any hope of rental profit and turn management of it over to a community org and see what happens.

I mean not to actually be real about it but the Docklands' whole problem is that it's trying _so_ _hard_ but never listening to what people actually want.

I think the best thing you could do to Ol' Failwheel is encase the bottom in cement and carve "LOOK ON MY WORKS YE MIGHTY AND DESPAIR" into it.
