As you are familiar with EU negotiations you will know that EU always starts on a mandate agreed by all MS. Any changes have to go back to MS for approval and that's when the internal haggling and delay takes place. Want it quick? Take what's on offer. Swallow it whole, as was once said.

EU seems to be using the EEA Agreement as model for negotiation. They usually start from existing texts so they don't have to reinvent the wheel every time. EFTA countries pay into the EEA Financial Mechanism (Protocol 38 of the Agreement) which is closely linked to the Cohesion Funds

The EU institutions have the so-called "12emes provisoires" which allows them to spend 1/12th of the previous year's budget every month until the new budget is decided. Priority spending is salaries.
