Whether or not this is an emolument, it's a bribe. If it happens, it's an impeachable offense. No legalistic argument to the contrary should be taken seriously. No Member of Congress who declined to impeach/remove has standing to pretend to care about the Constitution.

I think many people won’t trust privacy/anonymity of surveys from unknown sources - personalized requests or not - which probably has an impact on who responds, and thus survey results

Short-run pain: Make consumers stop buying foreign toasters.

Long-run suffering: Eventually America starts making toasters! But they're more expensive & the jobs making them are worse than the ones they replaced.
