Which is why the vote should really be "A vote to test whether the House is quorate and has at least 40 MPs present." But the system is so sprawling and arcane that odd procedural moves are sometimes the only thing between the executive and absolute power.

Pet mutilations like ear cropping are still widespread despite such cruel procedures being illegal. Why? Import of animals that have already had these procedures is still legal. To end the abuse we must shut down the import loophole. I'm introducing legislation to do just that. #PuppySmugglingBill

I can never decide whether I love or hate this stuff. It makes sense to have a test that the House is quorate. It's fascinating that the test is always on the motion "that the House do sit in private". I love the 'insider' feeling of understanding. But it's not transparent.
