The 13 presidential libraries from Herbert Hoover through George W. Bush are by statute federal institutions, operated and maintained by the National Archives, an executive-branch agency.
That still doesn't give State or the White House the right to steal artifacts that belong to the government.

They shouldn't have any say, and no FPOTUS or their families shouldn't, either; such artifacts belong to the American people, and the federal government preserves them under the law.
Sadly, though, NARA inappropriately allows them to veto its selection of the federal employees who run each library.

My photo of a grave in a small-town cemetery in early fall, in front of trees both green and yellow, and brown or yellow leaves on the ground. A stone has a steel-cut faceplate, with a name, DOB and DOD, and a narrative epitaph poem (see next image for details).

VICTOR - 1886-1914
Here lies Victor Wickman, a steam engineer.
He added water too late, and why isn't clear.
The steam tractor blew up, the explosion was great.
And it killed Victor Wickman at age twenty-eight.
No family was found to mourn the loss.
No money was had for a headstone or cross.
Folks from here provide him a funeral and grave. Then one century later this marker was laid.
Twice we folks gathered and deemed it wise.
To venerate Mr. Wickman's unfortunate clemise.
Now here cut in steel and in his behalf.
We leave this for his epitaph.
A hundred years had lapsed, but we didn't forget.
We just needed some help from the internet.
Seen recently in a small-town cemetery.
