When gov't & institutions show that they have a goal of harming communities, people in those communities avoid interacting with gov't & institutions. How much of that is intentional? It's hard to know.

Weapons. Wow. That's how to do it. Give us real human characters. Show us some scary shit. And don't try to explain it in minute detail. But don't handwave it away. Be sure the story has an actual ending, despite open questions.

Most of them don't know what they don't know. Some don't think they need to.
And that is *not good enough*. Not by a long shot. You are a *judge*βyou need to be actively learning, not just changes in the law, but changes in our understanding of people & our world. Unconscious bias, empathy gap in remote proceedings, how mental health issues manifest in behavior. ETC.
