Well, if the 99% rejection rate is accurate, they’re definitely an obligation that wasn’t being fulfilled until Biden relaxed the application rules.

And I’ll reiterate my point that having your attempt at fulfilling your promise blocked by SCOTUS isn’t the same as turning your back on a promise.
