In a new @cnas.bsky.social report, Andrea Kendall-Taylor and I assess the intensifying military cooperation among the Axis of Upheaval: Russia, China, Iran, and North Korea. We argue that cooperation will likely continue deepening and highlight the associated risks for the U.S. and its allies. (1/8)

Preventing the Use of the National Guard to Evade the Posse Comitatus Act
Limitations on military involvement in civilian affairs have been a central feature of Anglo-American law. Armies are trained to vanquish enemies.
The National Guard in non-federal status isnโt subject to the Posse Comitatus Act. But sometimes POTUS can direct the Guard even without federalizing them. As my piece in @cnas.bsky.socialโs National Guard series argues, Congress should close this dangerous loophole. www.cnas.org/publications...

Trump heads to Saudi Arabia soon, looking for a repeat of his trip in 2017
President Trump says his first trip to Saudi Arabia in 2017 yielded big business deals. We look back to see how things worked out.
President Trump heads to Saudi Arabia in a bid to incentivize investments in U.S. defense industry. If the 2017 arms deal is any indication, then we shouldn't hold our breath.
