Often a noun that is generally uncountable (water) can be used in a countable way, but then it takes on a different sense (one water, two waters - in context possibly meaning number of glasses). In this later case using zero would indeed elicit a plural (zero waters - as in "I drank zero waters").

Yes I think the difference is countable vs uncountable nouns. An uncountable noun CANNOT be plural, and in this case "zero" is used to mean "no" rather than as a number.
