Couple of things.

1. The image is not mirrored. If you zoom in, there is non-reversed text on several medals. Plus the medals are clearly on the correct breast.
2. The medals are not arranged 100% correctly, though the only mistake I could identify was Expert Pistol Shot being above NDSM.

I love spreadsheets more than most people.

And there are multiple ways to parse that sentence as a true statement.
