I think the point that irks me the most is the attitude of secrecy under the mantel of "confidentiality".
While it may be entirely legit and ethical, it makes it reek of foul play.
This is antithetical of "above board".

True, but it does hint towards those things. Often strongly.

Reproducibility and open science are great, but they don't necessarily equate to rigor. You can perfectly share a study and still draw weak conclusions. True rigor lives in the questions we ask, the designs we choose, and the inferences we make.

You think it's going to happen in any substantial fashion? I am not convinced. I am struggling to see the advantage over a regular city. While I see a lot of disadvantages.

It's even simpler actually.
Supermarket car parks are starting to add solar shade systems. Install a couple of chargers attached and people charge while parking at the supermarket.
Or work carparks.
Simple things, most of them will work for some people only, together they will work for everybody.
