They don't sound like a terrible idea on the surface, but some of our best-loved neighborhoods would have been illegal to build if parking mandates had been in place in e.g. early 20th century or before.

A parking mandate requires a certain (arbitrary, often large) number of off-street parking spots when building housing or commercial buildings (even bars!). Repealing them lets developers build only as many spots as they think they need and lets small urban locations work for more projects.
