From my understanding, the spare capacity of 1.6 400m roads stated in the IPEX report is without the new shed? And the other applicants claim that this would be enough for them. So, ORR's math might be:
€*: 404m on new 415m road ✅
VTI: 400m on existing 400m road ✅
Other: 404m on existing 400m road ❎

Apparently, Eurostar was the only operator to propose constructing a new 415m shed at Temple Mills to accommodate the new 202m trains. I guess, this influenced the ORR's decision why the €-star 202m fleet could be maintained at TMI and others couldn't? Can't judge whether this is serious, though.
