definitely - if the client doesn't need any of the heavy-hitting / wp specific plugins i recommend kirby.

haven't worked with framer much, so cant speak to it - but if you're the dev implementing for the client. kirby is my default cms recommendation.

love kirby - been using it for years, it’s dead simple, and endlessly customizable.
