If I had to guess, I'd guess they put a couple dozen food items and their average prices into a spreadsheet, and ran 1000 Monte Carlo simulations on it. Then picked an output line where some of the items could equal a cheap meal and disregarded everything else.

Moreover, this isn't even how funding the gov works.
In reality they don't wait for enough tax revenue to pay for stuff.
The budget voted on by Congress requires by law the gov to pay and so if expense > revenue they will just use debt.

So even if 100% didn't pay, the gov would still be funded.

Only about half of Fed revenue comes from individual income tax. Let's pretend you get 75% of Americans to do it (AN IMPOSSIBLY MONUMENTAL FEAT) you'd only reduce federal revenue 40%. They could cut "entitlement" programs and still fund enforcement to garnish wages and jail people
