We also propose a method to analyze changes in answer distributions (Yes/Partial/No) across editions — great for understanding why indicator scores may have shifted.

📉So how do we address this?
We introduce adjusted country scores and a Best Score Ratio to support more grounded comparisons — without glossing over key changes between editions.

⚠️Methodological changes matter:
– New indicator weights
– Revised scoring system
– Tougher standards for evidence
These shifts mean direct score comparisons can be misleading without context.
