- Russian diplomats will have to notify their movement to another member state (mandatory)
- Member states will assess the notification and decide whether to allow or deny entry (voluntary)
Which means implementation is likely to be asymmetrical.
Missed this earlier - as part of its series of bilateral arrangements with EU member states, the UK signed this strategic framework with Spain in early September.
