On one hand, they’re massively unpopular and can’t, for now, scale these operations up.

They blocked the flotilla because they want Palestinians to die and to suggest otherwise is genocide denial. And if you are /not/ denying that intention then I do not understand why you would possibly argue that the Israelis are entitled to govern even a shred of Gaza.
