The ACA benefits were due to expire in December automatically. While suffering from the Shutdown, victims may have been unclear who to blame.
By forcing a December vote Democrats force Republican to own their decision.

The shutdown was never going to save the ACA which will expire in December anyway if the shutdown continues. Democrats have now forced Republican to own it by holding a vote in December.

In the current crisis jeopardizing an otherwise secure seat because your untested candidate is “sure” to win is a fool’s errand.
Not every location in the country can be counted on to rally around your candidate the way New Yorkers did for an open sear with demonstrably worse opponents.
