And that is simplifying it because FHEV come is several sorts and ICE vehicles increasingly come with stop start mechanisms that mean the ICE doesn't burn fuel when stationary.

So not all hybrids do regen braking. MHEV are reckoned to save less than 10% of fuel compared to ICE.

'Hybrid' is a many faced beast. PHEV have a battery you charge from the wall that can manage about 30 miles electric before it switches to ICE. MHEV have a battery the ICE charges that helps the low power ICE under high load but may not do regenerative braking. FHEV do regenerative charging. /2

And not running hybrids down, there are reports that say for some hybrid types the manufacturers figure are overstated (I think it referenced phevs). Real world the best hybrids seem to turn in around 60mph and good diesel ICE can turn in high 40s to 50s.

Because 'ideal' highway driving doesn't involve steep ups and downs and is fairly steady speed. If you don't use the 'brakes' they can't regenerate anything. It's why ICE cars have best efficiency on the highway.
