This is local law enforcement. Twice this morning, Hakeem Jeffries implored Democrats to "support local law enforcement."

Living in DC: We just witnessed local police, FBI, and ATF harassing one of our neighbors who was just parked in front of his building. And he had handicapped plates. They rolled up in two unmarked and three marked vehicles. No clear reason for bothering him.
