The countries that issue them are places like Liberia, Moldova, and the Bahamas - it's a way to make good money, but they don't have the infrastructure to enforce basic fucking standards. Hell, Moldova is 99.9% landlocked. Which means the rest of the planet has to deal with shitty ass boats crewed
