Roe was based on SCOTUS's determination that a fundamental right to privacy existed. It still dealt with abortion and issued a timeline for when abortion could/couldn't be regulated. Later opinions including Dobbs held no right to privacy exists and that gov't has an interest in preventing abortion.

IMO, SCOTUS would strike down any such statute on either intermediate scrutiny or rational basis because in their opinion, government does not have a strong objective in ensuring access to a right to abortion. You can't separate a statute that codifies the right to abortion from abortion.
