Well depending on the base and the details, “the weapons were fully in place” is operationally meaningful, no?

Again I think Putin would be catastrophically wrong to think this would go well for him or for Russia.

Unfortunately answer is it depends. Using one low yield TNW on a military formation definitely not decisive battle advantage. But have always thought if he was going to do it, why use only one. And battlefield advantage is too narrow way of thinking about it. Point is fear of what comes next.
