@smokesignal.events, for supports some media like banner images. Those blobs are stored directly in the PDS and Smoke Signal pulls them from the PDS to serve when people view event pages.

That's right, the PDS. The ATProtocol lexicon has a "blob" type that allows records to reference blobs. AppViews, like bsky.app and smokesignal.events, are on their own to figure out how to fetch and display media how they want.
