Now, there is a non-insignificant part of the majority party who just hates spending bills and will vote No on anything that requires the government to do its job, so the Republicans have had to rely on some conservative Democrats to get things done.

Caveat: I’m on sabbatical for a bit, so I’m not in the weeds at all on the current political situation. However, when one party has unified control of DC, it is absolutely bonkers to blame a shutdown on the minority.
