It's skillfully broad: a die-in in the student union? disrupts university functions! protest on the quad? disruptive! silent picketing on the sidewalk? mildly disruptive, but maybe too much!

I mean, the #1 example in guidelines for faculty sanctions is "Intentional disruption of functions or activities sponsored or authorized by the University." Hard to imagine any expressive activity that could occur without this rule being broken.
