Free kicks should not have the "touched by a second player before you can touch it again" requirement. If you want to set it down and start dribbling, go for it. Dribble in from a corner, great. Get fouled, immediately set the ball and start dribbling to goal again, fantastic!

USISL League (original USL) tried some of these rules in the late 90s and early 2000s. There's a reason they didn't get fully adopted. EVERYTHING got played as a long set piece. It became very boring very fast. No creativity at all.
