People are reading this way wrong. Schumer detached DHS from the other five bills in return for a two week CR on the DHS bill. Now Democrats can make demands on DHS spending without having to shut down agencies covered in the other five bills. They have way more leverage to get real concessions.

If there’s no additional deal in two weeks, ICE loses their normal funding. They still have funding through the OBBB, but all the funding that is at stake in this shutdown would disappear

“Let’s fund everything EXCEPT ICE for the next year, and then we can ‘debate ICE funding’ (read: not fund ICE) while people get the healthcare and food stamps the rest of the government provides”
