It will take time to see if Sheinbaum's long-term security civilian strategy will actually reduce violent crime affecting Mexicans. For now, the militarized counternarcotics U.S.-backed response, tallied in arrests and seizures, has played well for both govs. But down the road the two might collide.

The White House war rumbling has no legal basis and the FTO designation doesn’t give the military that authority. Beyond the spectacle of military crackdowns, they have simply proven ineffective in reducing drug trafficking or violence. These two things have been openly recognised by DoD.

Sheinbaum has delivered greater law enforcement cooperation with the U.S. (dozens of jailed crime bosses transferred, many more presumably on the way, counternarcotics activity…) But the only item she’s demanded back, guns flowing south, has been largely ignored by the USG.

On the ground, lethal violence doesn’t seem to have changed much. Sheinbaum’s first six months in power saw just 139 fewer murder victims than the same period under López Obrador (Oct 23 - Mar 24), which means a roughly 1% decrease.

Sheinbaum’s more active stance against organised crime, though, predates Trump. Relying on fed forces, she’s left behind the “abrazos no balazos” and is poised to invest in civilian intelligence and policing. The question is whether her reforms will be sustainable and effective.

Trump’s demands are open-ended in nature. One day he praises Sheinbaum and the next the White House chastises her administration for not doing enough. Sheinbaum can’t help but keep reacting to Washington’s policy gyrations, underlining the highly asymmetric relationship between the two countries.
