Not that the university programs picked where drs go, but that if you grew up rural/small town & College of Phys/Surg admitted them, maybe better chance of graduating docs returning rural.
Many who grew up in BigCity had no desire to go to teach in rural/small town SK.

I'd still prefer to work that way. HARD for one day to get stuff done, then 2 days to kick back/recover/read/listen to music/visit w friends.
