That's privilege.

I mean.. we probably wouldn't need disability payments or food stamps if we all got universal healthcare and UBI that covered all basic living expenses every month. It would probably save the government so much money in the long run, too.

But then we couldn't be made desperate and easy to exploit.

They project this will cost $75M up front and $30M a year and I'm guessing if you just gave the majority of these folks $57,000 and then a $23,000 basic income and let them live a life, they'd do just fine. And that's assuming they stay in budget. But helping people ain't our thing, punishment is.
