As was rumored in late 2024, the Commission has decided to propose earlier implementation of 2 Pact elements, specifically the APR:
- border procedure in cases of <20% recognition rate
- more flexibility with STC designations
- plus a list of 7 Safe Countries of Origin

Im Bereich Integration ist ein restriktiverer Ansatz vorgesehen, jedoch ist das Prinzip "ab Tag eins" grundsätzlich nicht verwerflich. Warum eine Erklärung gegen Antisemitismus effektiver als Aufklärung und Bildung sein soll, erschließt sich nicht ganz.

Die Absicht, Art. 72 (TFEU) anzuwenden, um Abweichungen vom GEAS aufgrund von Gefährdung der öffentlichen Sicherheit zu ermöglichen ist Trend (siehe Deutschland, Polen, Niederlande), aber fragwürdig, und zwar nicht nur angesichts fallender Antragszahlen.

Weniger positiv ist Unterstützung für 'return hubs' sowie einen effektiven Familiennachzugs-Stopp, wie ihn Merz schon für Subsidärschutzberechtigte gefordert hatte. Längere Haftstrafen sind teils schon im Asylpakt geregelt bzw. werden im neuen Rückführungsvorschlag ausverhandelt werden müssen.

Asyl und Migration: Mehr Strenge, aber im Einklang mit der EU Die neue Regierung will bei steigenden Asylzahlen den Notfall ausrufen und plant, den Familiennachzug zu stoppen – wenn das grundrechtlich geht. Auch ein massives Integrationsprogramm ist geplant

Ein Koalitionsprogramm mit FPÖ und/oder Merz'schen Spuren?

Positiv ist das Bekenntnis zur Umsetzung der 2024 EU-Asylreformen sowie eine geplante Harmonisierung von Unterbringungsstandards in Bundesländern, die eine ebenmäßigere Verteilung erleichtern sollte.

The Secretary of State established USAID as directed by Executive Order 10973, signed on November 3, 1961. The agency was meant to implement components of the Foreign Assistance Act of 1961 (FAA, P.L. 87-195), enacted on September 4, 1961. Section 1413 of the Foreign Affairs Reform and Restructuring Act of 1998, Division G of P.L. 105-277, established USAID as an “independent establishment” outside of the State Department (22 U.S.C. 6563). In that act, Congress provided the President with temporary authority to reorganize the agency (22 U.S.C. 6601). President Clinton retained the status of USAID as an independent entity, and the authority to reorganize expired in 1999. Merz' Gesetzesentwurf scheiterte mit 338 Pro-Stimmen und 350 Gegenstimmen, wobei davon auszugehen ist, dass er wie gestern Unterstützung von der AfD, FDP und dem BSW bekam. Jegliche Koalitionsgespräche mit SPD und Grünen werden durch diese Gräben signifikant schwieriger. www.zeit.de/politik/deut...
