Letter from Calum Miller MP to Rt Hon David Lammy MP Dear David, I write to you following Tuesday’s reports that Israel’s Defence Minister, Israel Katz, has instructed the Israeli military to prepare a plan to move all Palestinians in Gaza into a "humanitarian city" on the ruins of the city of Rafah. These proposals are utterly abhorrent and, if realised, would amount to the forced displacement of the entire population of Gaza. Further reported details of this plan - including that Palestinians, once inside, would not be allowed to leave - are also, clearly, entirely unacceptable. Does the Government agree that these proposals, if realised, would constitute an egregious breach of international law, and must be resolutely rejected in their entirety? Last month, Liberal Democrats welcomed the Government’s decision to sanction the extremist Ministers Ben-Gvir and Smotrich. It was only right that they faced consequences for their relentless calls for the forced dispossession of Palestinians, which have so egregiously undermined prospects for securing a just and sustainable peace in the region. On 23 May, I wrote to you proposing that you consider sanctioning Minister Katz for his role in advocating for the aid blockade and the expanded military operation in Gaza. In light of these fresh proposals, I would ask that the Government now urgently assesses the case for sanctioning Minister Katz. They are only the latest proposals for dispossession which he has publicly advocated - including his support for the establishment of 22 new settlements in the West Bank in May on the basis that it constituted “a strategic move that prevents the establishment of a Palestinian state”.
When the Minister for the Middle East announced the sanctions against Israeli Cabinet ministers on 10 June, he said in his statement to the House “This Government will never accept the unlawful transfer of Gazans from or within Gaza”. Can you confirm whether your Department will expand the sanctions implemented against Ministers Ben-Gvir and Smotrich to Minister Katz? These proposals once again bring into sharp focus the July 2024 advisory opinion of the International Court of Justice (ICJ) on Israel’s occupation of Palestinian territories. The intention of these new plans - to displace Palestinians from their homes - sits alongside the pattern of increasing settler violence and expansion in the West Bank. When I wrote to you on 8 May, I asked whether you could confirm the timeframe within which the Attorney General will provide his view on this opinion. Can you reassure me that that opinion will be delivered before Parliament returns from Recess on 1 September? I look forward to your response. Dear David, I am writing following deeply troubling reports (3 July) by the Associated Press and the BBC on the operation of the Gaza Humanitarian Foundation (GHF). Drawing on testimony from former GHF security contractors, the reports allege that armed security personnel - operating under contracts linked to humanitarian distribution sites - have opened fire on unarmed civilians queuing for food. According to the reports, eyewitnesses described unarmed individuals being shot while waiting in line for essential supplies, with no clear threat posed to those providing security. On one occasion, a guard is alleged to have opened fire from a watchtower with a machinegun because a group of women, children and elderly people were moving too slowly away from an aid site. These alarming allegations must be considered in light of wider reports - including those published by the UN Office for the Coordination of Humanitarian Affairs (OCHA) on 24 June - that suggest that over 400 Palestinians have been killed while queuing for food at or near GHF distribution sites since the end of May. There appears to be little or no accountability around these grave incidents, raising serious concerns about the operational standards, oversight and accountability mechanisms governing current humanitarian access in Gaza.
In light of these reports, please can you confirm: • What assessment your Department has made of these latest reports and what steps are being taken to verify the allegations they raise? • Whether you have raised the rules of engagement of security contractors working for the GHF with the US Secretary of State? • If you have spoken directly with the Israeli authorities to raise the deaths of civilians, including women and children, queuing for food at humanitarian distribution centres? These reports demand immediate attention. At a time when international humanitarian law must be upheld more rigorously than ever, the UK has a responsibility to ensure that aid - and those contracted to deliver or secure it - are not contributing to further harm. That responsibility also includes the UK working to secure the full reopening of aid supply routes into Gaza, to be operated under the auspices of the UN. I would welcome an update from you on whatfurthersteps the Governmentis taking to ensure this happens. I look forward to your response. Yours sincerely, Calum Miller

It is time for the UK to press the Israeli and US governments for accountability.
