My son is at a (good but not luxury, the only one available, 5.5 hours a day) playscheme this week and we are paying Β£160 a day

You may need sanctions as an option in the last resort but generally it would be better to just try and help everyone into work if they could benefit - while not scaring the shit out of everyone.
