Government law enforcement should not be acting illegally.
Anyone on American soil requesting asylum is protected by law for doing so.
ICE agents are arresting people who report for their asylum hearing check-ins.
Therefore, ICE personnel are the illegals.

Maybe the sentence should end at "...she's starting to think."
