There was this podcast on 99% invisible which talked about some Nordic country which decided to put more $ towards plowing secondary roads and sidewalks rather than multiple passes on primary roads....they found marked decrease in ER visits due to slips and falls from pedestrians.

In our travels in China, there has been little on the US 51st state threat to Canada.
