Thurgood Marshall, in an 8-1 SCOTUS decision, noted that government employees know how the govβt works, and the public has a special interest in hearing from them.
I just got back from a conference/work trip to Europe, and graduate students kept telling me how they want to come do biomedical research in the Unites States, but that rule changes like these are scaring them away.

DHS is proposing a rule that would end "duration of status" for J, F and other visa holders. This would decimate the international graduate student and postdoc population, which are a crucial part of the United States biomedical workforce. There's still time for you to comment on the proposed rule.
