The first three things on your list! A beautiful cover will grab my attention, a great pitch will make me crack open the cover, and a strong opening chapter (or, more likely, a strong first couple pages) will seal the deal.

It really depends on the individual text! Some need 2-3 rounds of editing and re-drafting, and some need 5-6. The best way to figure out if your book is publication ready is to run it by beta readers and/or a professional editor (the latter can even help reduce the amount of drafts necessary!).

3. Worldbuilding:

A developmental edit evaluates your fictional world’s coherence (does it make sense?), consistency (does it stick to its own rules?), and depth (does it seem real?). It identifies underdeveloped elements and provides feedback to ensure your world feels complete to the reader.

2. Character Arcs:

A developmental edit checks if your characters' traits and motivations are clear and compelling, if their actions, dialogue, and thoughts are consistent, if their narrative arc is believable and gradual, and if the narrative climax resolves their internal conflict meaningfully.

1. Plot Structure:

A developmental edit pinpoints and critiques the effectiveness of every major plot point, identifies plot points or beats that may be missing or superfluous, and highlights inconsistencies, chronology issues, and/or plot holes that may have escaped your notice.

A developmental edit, also known as a “content,” “structural," or “substantive” edit, helps polish and improve the big-picture aspects of your novel or manuscript.
Here are the four things I look out for whenever I do a developmental edit:
