Great piece. This article has so much useful information. I plan to steal from it prodigiously as I report on state and local IT budgets in the coming months.

States and local govts have been struggling for years to fund adequate cyber defenses. The idea that they'll be able to do it now with even less federal support doesn't add up, which @ericjgeller.com's piece points out several times:
