Dear Prime Minister, 

I am writing to urge you, in the strongest possible terms, to request that the Speaker recalls Parliament from the summer recess immediately to permit an urgent debate on the UK government’s response to the Israeli security cabinet’s decision to prepare to take control of Gaza City, and the broader plan recently passed by the Israeli cabinet. 

This is not a routine foreign policy disagreement. The reported security cabinet decision, together with the stated principles to β€œprepare to take control of Gaza City” and to impose long-term security control and demilitarisation, signals a major escalation that risks further catastrophic civilian harm across Gaza. Such a plan is yet another declaration of intent from Netanyahu’s government to commit breaches of international humanitarian law. The government must treat this with the urgency and seriousness that the possible breach of treaty obligations demands. 

Under the 1948 Genocide Convention the UK has a clear and binding duty to both prevent and punish genocide. Where there are credible grounds to believe that actions or policies by a foreign government risk causing genocidal acts or facilitating conditions for genocide, the UK must urgently assess its legal obligations and consider immediate measures to prevent further harm.
