The way it’s phrased in the Times report, I think it’s highly likely that it’s classified input into the review, rather than classified outputs. I don’t have any inside knowledge, but that’s how it reads, and that would be in line with previous practice over the years.

That’s not unusual. There have been classified parts to every Defence Review, as far as I know - generally the Intelligence assessments etc that describe the threats.
