Not to mention, House rules—written and passed by the Republican majority—are clear: it takes a 2/3 majority of the body to expel a member for breaking quorum. Republicans don’t have the numbers for that vote.

Abbott is threatening to ask the courts that Democrats breaking quorum be removed from the legislature.

Quorum rules are explicitly outlined in the Texas Constitution as a safeguard for the minority party to provide a check on the majority.
