Attack on organized labor On 3/27, Trump signed an EO that attempts to take away the collective bargaining rights of thousands of Federal employees, claiming that the Civil Service Reform Act of 1978 gives him the authority to do so because of their role in safeguarding national security. He claims that dozens of agencies now fall under this law, many of which have long-running unions. For example, he claims that employees of the Food and Drug Administration are part of the National Security apparatus and therefore can’t collectively bargain.
