Sure, it implies that internal heat flux has dropped below ~1 W/m² before the end of theircsimulations, so that convection could shut down.

My understanding was that Earth-based µwave observations could not distinguish between emissions from the deep atmosphere (implying a hot Venus), or from hot layers in the upper atmosphere (implying... nothing). Orbital measurements could pinpoint the location of µwave emissions in the depths.
