CAISO is showing the way forward for least-cost Tx planning in its prelim 2024-2025 policy study, testing whether RAS or changes in storage dispatch/location resolve violations and avoid high-cost, long-lead time upgrades. Upgrades can then be built where new transfer capacity is required. Win win!
