Monochrome NTSC content is pretty much the expected behavior for a TV that can‘t handle an NTSC signal.

However if the TV supports PAL60 and RGB then that’s pretty much a non-issue if the console can output an RGB signal since that doesn’t have to be encoded into PAL or NTSC
