I don't know if it'd be more merit based in absolute terms, but it would certainly be less "need to know"-network based, and for fairness at least I think that'd be desirable.

I also acknowledge that network-based growth of groups has benefits (makes personal interactions more organic).

I see. So you first need a network to tell you this and then someone to write a letter. Not saying the work of iza isnt great, just thinking there has to be a better way to run these things than these networks.
