You want to up the birthrate? Subsidize pregnancy and pregnancy related care. Establish federal guidelines for maternity leave. Increase public funding for schools and establish public day care facilities. Ensure pregnant women cannot be penalized in the workplace for their pregnancies.

All of this is a direct result of decisions made by the US as a whole, especially from the right wing, because they feel any support of their citizens by the government is wrong. If they wanted to reverse this trend, it would take significant investments and building new infrastructure to do so.

And second, that the US has done everything possible to punish women having children. Maternal leave is state by state and not long enough. At-will work states find it easier to replace a pregnant worker. Absolutely minimal financial support and constant attacks on public institutions like schools.

The article doesn't point out two keys factors especially in play in the US. First, is that the overwhelming increases in cost of living are entirely due to defacto monopolies controlling the costs of housing, food, and utilities, driving up rates for maximum profitability while suppressing wages.

I have transgendered friends who were forced to leave the UK for their own safety and come to Canada. If a politician is willing to abandon a marginalized group, especially over obvious bad faith arguments, you can't trust them to have the integrity when it matters.
